Doctor Keeps Right to Practice in Romania Despite Alleged Sexual Abuse of British Patients

Reacting to an investigation by OCCRP and partners, the Romanian Medical College said it was not obligated to act on alerts about doctors committing offences in other countries, including sexual abuse allegations

Romanian authorities said today that they are not required to act on warnings about doctors practicing in the country despite being banned elsewhere, including one who was barred in Britain for sexually abusing dozens of men and boys.

Today’s statement from the Medical College of Romania followed the publication of an international journalistic investigation that found more than 100 doctors remained licensed across Europe and beyond, despite being banned in different jurisdictions. They include Iuliu Stan, who is practicing in Romania, even after warnings from Britain’s medical regulator.

Romania’s Medical College, known as the CMR, admitted receiving the warnings, but defended Stan’s right to practice in the country.

Such alerts “cannot have any effect on the right to free practice of doctors sanctioned outside the borders of Romania, as these decisions are valid only on the territory of the respective states,” the CMR said in a statement posted to social media.

The investigation published this week — which was led by OCCRP, Norway’s VG, and The Times of London, and involved dozens of media partners — revealed systemic flaws and gaps in communication that allow sanctioned doctors to keep working.

A key mechanism to prevent barred doctors from jumping jurisdictions is an alert system for the European Union and European Economic Area. However, reporters found that the system is barely or never used by some countries.

In its statement, the CMR said it receives and sends alerts via the system. However, the CMR indicated that it does not have any policy in place to take action on warnings about doctors involved in serious offences — unless they took place inside Romania.

The CMR did confirm to U.K. authorities in February 2024 that it received an alert about Stan, according to a Freedom of Information request submitted by The Times.

The alert was sent after the U.K.’s Medical Practitioners Tribunal Service struck Stan off its register for misconduct after finding that he had “subjected patients to unnecessary, invasive and intimate procedures for his own sexual gratification.”

By that time, Stan had already returned to his native Romania where he found a job as a trauma and orthopedic specialist at the County Emergency Hospital in the city of Cluj-Napoca. He still works there, reporters discovered.

Stan strongly denies he sexually abused his U.K. patients.

“Everything I did, I did in the interests of the patients, to the best of my ability,” he told OCCRP’s Romanian partner, Public Record. “None of the patients complained about me. On the contrary, they were satisfied and congratulated me.”

Questioned about Stan’s case at an October 2 press conference, Romanian Health Minister Alexandru Rogobete declined to comment.

Officials in other countries had stronger reactions to the revelations in the months-long “Bad Practice” investigation published this week.

Norway’s health minister and Britain’s health and social care secretary both called for action to prevent banned doctors from practicing in other countries. Authorities in Germany, Spain, Norway, and Cyprus confirmed they were investigating individual physicians.

Speaking after the Bad Practice investigation was published, Ireland’s prime minister, or taoiseach, Micheál Martin, said the findings raised concerns.

“Systems have to be very robust and resilient in respect of tracking what’s happening in other countries,” he told the Irish Times.

“There has to be very robust and resilient mechanisms in place before someone is put on the register here, and before somebody is allowed to practice in Ireland,” Martin added.
