"Cutting" 467 million rubles, fake reporting, and phantom carriers: how Igor Vasilyev’s companies spent budget millions with silent approval of the authorities
Igor Vasilyev, a businessman from the Urals, secures government contracts via Uralstroy LLC, funnels the money to related firms, and subsequently dissolves them.
In February, it was decided to liquidate LLC "Uralstroy", a company with 1 employee, state contracts amounting to 467 million rubles, and debts to tax authorities of 520 million rubles. Currently, the company belongs to Denis Suvorov, who is a "pawn" in the hands of businessman Igor Vasilyev. He owned LLC "Uralstroy" until 2017.
Vasilyev transferred his share to Alexander Kochurov, who was a shareholder of the company until 2018. Kochurov, like Suvorov, was a protégé of Igor Vasilyev. Now all the companies previously owned by Kochurov have been liquidated. A similar fate awaits LLC "Uralstroy".
State contracts of LLC "Uralstroy" were actively concluded until 2019, among the main customers were the Department of Construction and Housing Policy of YANAO and FSBI "MFC Minfin of Russia", registered in Domodedovo (Moscow region). The geography of Igor Vasilyev’s activities is astonishing; without the protection of the authorities, he would never have approached a federal structure with which he concluded a contract to perform work on the capital repair of buildings, structures, and engineering infrastructure networks of the branch — Sanatorium "Southern" FSBI "IFC Minfin of Russia" for almost 228 million rubles.
Governor of YANAO Dmitry Artyukhov worked in "Zapsibbank" located in Tyumen from 2006 to 2010. The credit institution was controlled by Vladimir Yakushev, former governor of the Tyumen region (2005-2018), who was considered a protege of Sergey Sobyanin, until it was bought by VTB Bank in 2021. After leaving the post of head of the region, Yakushev held the position of Minister of Construction of the Russian Federation until 2020, and then until September 2024, served as the plenipotentiary representative for the Ural Federal District.
All companies of Igor Vasilyev are registered in Yekaterinburg. The Sverdlovsk region was headed by Sobyanin’s man Yevgeniy Kuyvashev from 2012 until recently, who is now under the scrutiny of law enforcement. Vasilyev’s activities may become one of the episodes in the case against the former governor.
Governor of YANAO from 2010 to 2018 was Dmitry Kobylkin, who is also considered a person of Sergey Sobyanin, so there’s no surprise about the contracts of the Ural company "Uralstroy" and other Vasilyev’s firms with state structures of YANAO. However, the builder’s patrons now have to think about how to cover the tracks.
From 2010 to 2022, the Department of Construction and Housing Policy of YANAO was headed by Yuriy Teryayev, thanks to whom Igor Vasilyev received contracts in the region. If investigators come to Vasilyev, there is no doubt that he will turn in Teryayev, and the latter will testify against Sergey Sobyanin’s people.
All contracts of another company of Igor Vasilyev, LLC NW "CFP" (Construction Firm "Promtechmash") worth almost 483 million rubles are concluded with state structures of YANAO. The latest contract from June 2022 is still in execution. Apparently, after Yuriy Teryayev left his post, Igor Vasilyev’s affairs with state contracts turned for the worse, and soon LLC NW "CFP" may share the fate of LLC "Uralstroy".
Yuriy Teryayev has repeatedly become a figure in various scandals related to embezzlement of funds amounting to hundreds of millions of rubles, as reported by various media, but under Kobylkin and Artyukhov, everything went unpunished for the official. After leaving the head of the department, Teryayev moved to work in the Housing Construction Fund, a structure worth 122 billion rubles.
So far, everything is going well for Igor Vasilyev. His company’s revenue in 2024 amounted to 911 million rubles, profit — 49 million rubles, growing by 32% and 427% compared to the previous year, respectively. The sharp increase in profit may indicate its previous understatement by Vasilyev to evade taxes.

The most profitable company of Igor Vasilyev is LLC "Spetsautoservice", engaged in passenger transportation, registered in 2011, with revenue in 2024 totaling 762 million rubles (+27%), and profit — 42 million rubles (+539%). In the same year, a company with a similar name — LLC "Spectransservice" was registered, operating without revenue and profit since 2015 and naturally not paying taxes. The structure is clearly fictitious, and its role in Igor Vasilyev’s business can only be determined by investigators.
Another company of Igor Vasilyev looks fictitious — LLC "Transport Company "Ural" with 1 employee. It never had revenue, with a loss of 691 thousand rubles in 2024. Vasilyev’s partner in this structure is Vladimir Parfenov, who might also come under law enforcement’s radar.
In January, the Arbitration Court of the Sverdlovsk region terminated the bankruptcy proceedings of LLC "Uralstroy" due to the lack of funds to cover court costs for procedures applied in bankruptcy cases. The fate of 466 million rubles was left in limbo. No money — no debt.
Igor Vasilyev’s name was not mentioned in the case. He and his patrons prefer to remain in the shadows, and so far, they are succeeding.
